Nihon Suido Consultants Receives Order for Regional Water Public-Private Partnership (Water PPP) Project
(Comprehensive Public Sewerage Facility Maintenance and Management Services for the City of Osakasayama [Phase 3] and Comprehensive Sewerage Facility Management Services for the City of Kawachinagano)
Company to participate in a regional water PPP in cooperation with two municipalities, integrating comprehensive management of maintenance and updates
Nihon Suido Consultants Co., Ltd. (Head Office: Shinjuku-ku, Tokyo; Representative Director and President: NAKANISHI Shinji) is pleased to announce that the Minami-Osaka Regional Sewerage Service Joint Venture, of which it is a member, concluded a contract on February 19 with the City of Osakasayama and the City of Kawachinagano, both in Osaka Prefecture. Through the contracted project, the joint venture will provide comprehensive public sewerage facility maintenance and management services to Osakasayama (Phase 3) and comprehensive sewerage facility management services to Kawachinagano. The project will commence on April 1, 2026.
Purpose of the project
The project is structured as a water public-private partnership (“water PPP”), under which maintenance and renewal of facilities are managed in an integrated manner. As a comprehensive public-private partnership initiative jointly implemented by two municipalities, the project will, over the next 10 years, orchestrate appropriate maintenance and management of sewer pipelines and sewerage facilities under the jurisdiction of both cities. In addition, it will implement, in an integrated manner, tasks such as revisions to the sewerage stock management plan and the comprehensive seismic countermeasure plan as well as the necessary investigations, detailed design, and rehabilitation work. These initiatives aim to achieve the following benefits:
- Greater efficiency in facility maintenance and rehabilitation
- Improved efficiency through collaboration between the two municipalities
- Standardization of required service levels for both municipalities through mechanisms such as profit sharing
Furthermore, the project, which is being ordered jointly by the two municipalities, is the first case of a regional water PPP promoted by the national government.*

Role of Nihon Suido Consultants
As a member of the Minami-Osaka Regional Sewerage Service Joint Venture, Nihon Suido Consultants will be responsible for revisions to the sewerage business plans for the city of Kawachinagano and for detailed design services related to both pipeline facilities and sewerage facilities.
