We are pleased to announce that a consortium consisting of four companies, represented by  Nihon Suido Consultants Co., Ltd. (Head office: Shinjuku-ku, Tokyo; Representative Director and President: MAYAMA Kazunori), (Constituent companies: Database Co., Ltd., Takuhai Co., Ltd., and NSC Tech Co., Ltd.), has concluded a basic agreement with Rifu Town, Miyagi County, Miyagi Prefecture regarding the "Comprehensive Private Outsourcing of Rifu Town Water Supply and Sewage Business" (hereinafter referred to as "this business").

1. Purpose of this business

This comprehensive service will be outsourced under a multi-year contract with performance-based specifications to enable efficient business operations through the creativity and ingenuity of private businesses, covering the maintenance and management of water supply and sewerage facilities developed and under the jurisdiction of Rifu Town, Miyagi County, Miyagi Prefecture, as well as various other operations such as fee collection and counter-related services.

The purpose of this project is to build up the technical capabilities for facility operation through collaboration between Rifu Town, Miyagi County, Miyagi Prefecture, and private businesses, to maintain and improve the level of water supply and sewerage services, while also improving operational efficiency, and to ensure the sustainable operation of safe and stable water supply and sewerage services.

2. Features of this business

This business will be carried out under the integrated management and renewal method for water PPP, which was newly established in the "PPP/PFI Promotion Action Plan (Reiwa 5 Revised Edition)" published by the Cabinet Office in June 2023. This will be the first case in the country in the water supply and sewerage sector where bidding and public solicitation have been initiated following the announcement of the Water PPP.

• Management and renewal integrated managemement method that provides a one-stop shop for maintenance and management operations and renewal support operations
• A contract scheme to share profits generated through public-private partnership and ingenuity

• Maintenance and management of water supply and sewerage facilities

Operation monitoring, water quality management, maintenance inspection, procurement, repair, pipeline maintenance management, etc.

• Fee and counter related operations

Counter/reception, meter reading, adjustment, collection, opening/closing of taps, examination/inspection, etc.

• Consultancy services

Support for formulating renewal and maintenance repair plans, support for revising visions, support for revising asset management plans, support for revising stock management plans, implementation plans and detailed designs for renewal construction, construction supervision, etc.

• Voluntary business

Independently funded businesses operated by private businesses at their own expense (renewable energy businesses, etc.)

4. Duration of this business

10 years from April 1, 2025 to March 31, 2035
